Suan Luang R.9 in Nakhon Phanom Province is located along the Nakhon Phanom - Tha Uthan road, specifically between kilometer marker 0 and kilometer marker 1, directly opposite Wat Sawang Suwannaram. Formerly known as "Suan Nong Saeng," this area naturally features numerous small islets surrounded by trees. Spanning 84 rai and 59 square wah, the park was developed in 1987 when Uthai Nakapreecha, the governor of Nakhon Phanom, alongside Ong-ard Tipkhokhun, the mayor of Nakhon Phanom, invited local government agencies, traders, and residents to contribute funds totaling 400,000 baht. The municipality also added another 100,000 baht for the park's development, dredging, and beautification according to the designated plan. This initiative was undertaken to celebrate the auspicious occasion of His Majesty King Bhumibol Adulyadej's 5th cycle birthday, honoring his legacy and bringing good fortune to the people of Nakhon Phanom. The park was officially inaugurated on December 5, 1987, at 9:30 a.m.
